American/Russian Relations: Frenemies or a New Cold War?

How will an incoming presidential administration assert and negotiate a new relationship with Putin and Russia where international norms of behavior are respected? Putin’s economy is shrinking, the Russian population is in decline and his administration is too corrupt to reform. Russia has one fifth of the economic resources as the United States.  Some analysts consider Vladimir Putin’s overt aggression an attempt to conceal how very weak the hand is he has to play.  How can the next presidential administration use a combination of hard and soft power to induce Putin to play nice with others?
